Interview with Samajwadi party leader Akhilesh Yadav on Teekhi Baat for IBN7

Excerpts:

PC: Are you a future national leader, or have you already become one.

AY: No, I am not a future leader, but I am president of Uttar Pradesh (for the party).

PC: I said future national leader.

AY: I don’t know what I will become in future. As of now I am working for the party, and for UP.

PC: With family run politics in the country, in regional parties also the son takes over the reins. Now Rahul Gandhi would be anointed.

AY: I have come above family run politics. When I had chosen to fight election for the first time, many questions were raised, but I won. And they made an issue that this is family run. But our family has struggled. We did not get any post, we were told to ride cycle, face the lathis. We are frequently doing andolans (protest). People with us are being beaten and also put in jail. Many are not allowed to come out of the house. If one gets this in family run politics, then we are in struggling phase.

PC: It means you are becoming a leader by facing lathis.

AY: Certainly, I am facing lathis and riding cycle.

PC: But your rath is air conditioned.

AY: Am onboard the rath (chariot) because the program includes a rath, the Kranti rath. Netaji had once announced a rath program and moved all over Uttar Pradesh. That time Janta Dal was in power and our party came back to power again. We are hopeful, that we will go among people, put forward various questions, and we hope that people will support us and Samajwadi party will form the government.

PC: Akhileshji, there is a fashion of rath, it is remembered during before the onset of elections. Before that neither rath nor cycle is remembered, other times there are air conditioned cars, planes, foreign trips. Before elections politicians recall rath, cycles and red and white topi.

AY: From the time Samajwadi party is out of power, only six months after the result, we were not struggling. After six months, we are continuously doing andolans. We are continuing our fight against the government, our supporters are being beaten up, there are conspiracies of filing false cases and we are working continuously. Nobody can’t say we are doing all this because of elections in future, even the date of elections is not clear.

PC: But the elections would surely happen before May, this is decided.

AY: It took us six months for deciding the tickets. Party wants that the leaders go among people by using rath, hence we can reach the maximum number of people.

PC: You can also go by helicopter, which you used to use more often earlier.

AY: The rath starts form 9.30 am, and goes till 11 pm, 12 pm. There is no comfort in rath.

PC: But you said you are struggling.

AY: There is struggle when you are travelling in a rath too.

PC: Who this struggle is against.

AY: The government of Bahujan Samaj Party, which looted Uttar Pradesh.

PC: They developed UP, cleaned Lucknow.

AY: Tell me in the whole of Uttar Pradesh if any farmer is getting fertilizer. When a farmer went to take fertilizer, he was beaten with lathis. When the farmer went to take DAP, he had to give double or three times the amount of money. He is not even getting the minimum support price.

PC: Who is your enemy in Uttar Pradesh?

AY: In Uttar Pradesh Samajwadi party will have a straight contest with Bahujan Samaj party.

PC: You have a secret friendship with the Congress?

AY: There is no friendship. Samajwadi party has supported them only to stop the BJP. As far as fighting for the rights is concerned, Samajwadi party is fighting on the question of inflation.

PC: When you are supporting the government in whose rule inflation is rising.

AY: In Lok Sabha, Netaji and all of us raised the issue if inflation.

PC: Inflation has not ceased in the past five years.

AY: More than Congress, the BSP is responsible for the poor state of affairs in UP.

PC: You think the state government is responsible for inflation in the state.

AY: Why is not the state government responsible?

PC: Is the state responsible for raising prices of petrol.

AY: If the petrol prices have increased, isn’t the UP government also charging tax from it, for diesel also they are charging tax.

PC: You the Congress has less share of responsibility for the state of affairs.

AY: Both are responsible equally for the state of affairs. Congress and BSP people are responsible for inflation and the sorry state of affairs in UP.

PC: In 2008, Samajwadi party saved the Congress government, you are with them on the issue of inflation, on the issue of CAG report, your party votes in favour of the Congress, in JPC too, you party people are with them.

AY: The issue is we can never stand with BJP.

PC: What will happen if you support BJP in PAC on the issue of countering corruption.

AY: The recent decision of the parliamentary board was that we will not save the Congress government if it falls on its own. This is so that the Congress has given assurance time and again that they will curb inflation, corruption and improve the condition of farmers. More than anybody, Congress is responsible for the poor state that the farmers are in.

PC: You say Mayawati is responsible for inflation, corruption but you will be with Congress in PAC on the issue of 2G.

AY: Who demanded a JPC in the Lok Sabha, Samajwadi party did. And we are raising the issue of 2G, because it is such a big scam, that we cannot explain it to the common people.

PC: But why you went against the PAC report, if the scam is so big, when Dr. Murli Manohar Joshi presented the report, you went back. You supported them, hence they got majority, hence on 2G corruption issue, you sided with the government.

AY: See, we will never let corruption increase.

PC: Let me ask you Teekhi Baat, when PAC report comes now, you will side with the report or the government.

AY: We will read the report first, if it has been made fine, the we will take a decision. In the 2G case, how members can read such a voluminous report in one day.

PC: But it must have been circulated.

AY: It was not circulated.

PC: You could have demanded that it be circulated, after that you could have vote.

AY: If it is circulated, the party will think on the same.

PC: When whenever there is a no confidence motion, you will stand by the Congress.

AY: The corruption and inflation because of the Congress party and the way they are supporting BSP. Rs. 700 crore was spent on laying stones.(Referring to parks built by Mayawati)

PC: You decide who the Congress is with, they are taking support from them and you.

AY: As far as Uttar Pradesh and Samajwadi party is concerned, Samajwadi party holds both of them responsible for the poor state of affairs in UP and the bad state that the farmers are in.

PC: Then why don’t you withdraw support.

AY: When the time comes, Netaji will decide. The state president of UP cannot take this decision. But we can have an opinion.

PC: What is you personal opinion.

AY: An individual opinion will not be agreed to, the party opinion will be agreed to.

PC: You think that the Congress is a lesser evil in BSP, on inflation, corruption.

AY: No, as far as Uttar Pradesh is concerned.

PC: I am talking of the country, UP is in the country.

AY: As far as UP is concerned, inflation, corruption and loot, both are supported each other and the state has suffered. They both are responsible for ruining the condition of farmers. Now the minimum support price of gains is not being given, hence it is being bought in the open market. But nobody is bothered about it.

PC: You are accusing both, but one you are feeding with support other you are running behind with lathis.

AY: As far as UP is concerned, SP takes steps to stop the BJP. We are working to stop the BJP.

PC: You think if you withdraw support from the government, BJP will come to power.

AY: Why won’t it come?

PC: How, 116.

AY: On the issue of nuclear deal, BSP stood by BJP.

PC: You saved the government on the nuclear deal.

AY: We saved the government, because there was a problem before the country.

PC: You saved the government, for which you member went to jail, one member got bail, HC gave stay order. Giving support was your decision.

AY: Whatever the issue, it is before the court, decision will come out.

PC: It was a party decision to save the government.

AY: Yes it was party decision.

PC: You are saying to ward off the BJP you will keep supporting the Congress, let corruption or inflation increase.

AY: No, not on the issue of corruption or inflation. In Lok Sabha, Samajwadi party members spoke against the Congress party, corruption and inflation must stop. An assurance has been given. An our central parliamentary boards recent decision, says that if the Congress party goes, we will not save it by giving support.

PC: If a no confidence motion is tabled against the Congress on the issue of corruption.

AY: We are working in UP continuously.

PC: You are not answering my question. It seems you have not authority to speak anything regarding the Congress.

AY: It is not the question of authority. I told you Netaji’s decision that if this time the Congress goes, we will not save it.

PC: How will it go if you don’t withdraw?

AY: If others are taking back support on the issue of inflation. We have fought on the issue of corruption, even in Lok Sabha, Congress has given assurance that it will improve things.

PC: In saving the Congress government, Mayawati and Mulayam Singh are on one side.

AY: As far as Uttar Pradesh is concerned, we are continuously doing andolans and speaking against both, that is why I said. If Uttar Pradesh is in ruins, farmers are in a bad condition, then BJP and even Congress is responsible. Stones worth Rs. 700 crore are laid in Noida, stones worth thousands of crores are laid in three places.


PC: She is such an honest chief minister, if there is any allegation against his MLA, he is sent to jail. If there is a charge against a minister, he goes to jail. Do you expel any leader from your party when there is a charge against him.

AY: Such organised corruption, loot and so many allegations have not been levelled against any government that have been levelled against this government. Let it be of rape, dishonesty or corruption. And farmer would have not been is such a bad shape that the BSP has led them to. Today everything that the farmer buys from the government is expensive. They should get MSP for grains, which they are not getting. There is loot in BSP’s rule. If district officer, police are dishonest and they win elections, then is this democracy.

PC: Is it right to say that if they win, it is dishonesty, if you do, it is not.

AY: On so many booths, their ministers distributed money; the police were working to see that they win. That is why I said, the people of UP are not happy.

PC: You are saying time and again that Congress is responsible for leading UP to ruin. Before elections you have no alliance with Congress, what after elections.

AY: After elections I have confidence that Samajwadi party will form a government will full majority.

PC: If there is a need would you go with Congress

AY: I am saying we will come with full majority.

PC: This is your imagination

AY: This is not imagination, not because SP MLA’s have lost with slim margins.

PC: If there is no majority, will you sit in opposition.

AY: I am not thinking that we will not come, SP will form government with full majority.

PC: Will you take anybody’s support later or not.

AY: I have told you that there will be no issue of taking support because SP will form government with majority. That is why tickets have been given one year ago. That is why we started campaigning so early, that is why we have to go on cycle, we are travelling on cycle, also on kranti rath. Because, we are going in the midst of farmers, lot of them suffered losses due to floods but they got no compensation, not any good price for their crop, that farmer is ready to vote against this government.

PC: Why do you think people will give you vote, you are only a Yadav party, people say. Yadavs and some Muslim brothers are with you.

AY: When opposition has no allegation to make, then they raise allegations of dynasty. Then they say it is Yadav party. Today there is no such section of people who does not form the support base of Samajwadi party. If today we gave ‘kanya vidya dhan’ to women, there is no section of people left.

PC: You had 97 MLA’s, only 77 are left, 20 left you.

AY: Some went because of greed, some others, they were threatened, troubled, implicated in false cases and they left. The strength of SP is that party worker, leader and people are looking at SP today.

PC: What is your slogan.

AY: Samajwadi party wants that the farmer should prosper.

PC: You are working only for farmer.

AY: ‘Roti and Kapda’ prices should come down, why not. This is the slogan of Samajwadi people.

PC: Will SP win only on farmer vote, rest there are shopkeepers in the city, harijans and others.

AY: The principle of Samajwad is walking together with all people. And show them the path of prosperity. There is no class of people who are not with us. Today SP has the most number of dalit MP’s. There is no class of society whom we have got together with us. We don’t do politics on the basis of caste. The place from where I am elected, Kannuj, there I have not won by doing politics of caste.

PC: In last elections also, I saw film stars, businessmen, could be seen on Samajwadi party’s stage, used to campaign in elections. Will this time also their support would be taken.

AY: Samajwadi party is going among the people on its principles and causes that it struggles for, and the issues that farmers are facing.

PC: I ask you some question, you come back to farmer issue. Like earlier netaji (Mulayam Singh) used to be seen between film stars and businessmen.

AY: There is no wrong thing in business coming on our platform. Businessmen will come, set up businesses and factories.

PC: They used to give speeches, come your functions too.

AY: No, they never gave speeches.

PC: You people had a good company with them. Will you call film stars this time for campaigning.

AY: If any film star wants to come and campaign for Samajwadi party then surely we will welcome him.

PC: Sanjay Duttji was your general secretary.

AY: That you will have to ask Sanjay Duttji whether he wants to come or not.

PC: Is Sanjay Dutt general secretary of your party even now.

AY: Now he is not in the party.

PC: You expelled him or

AY: Expelled him.

PC: If he wants to come you will take him back.

AY: If he feels for working for the cause Samajwadi party espouses, then we will welcome him.

PC: You mean that you will not call any film star for campaign; if anybody wants to come you will welcome him.

AY: We will not stop any film star.

PC: You will not call

AY: We will not calling from our side.

PC: Who are they; tell me name of one filmstar. Earlier Sunjay Dutt was there, Jaya Bachchanji.

AY: Jayaji is in the party.

PC: She is still a member of the party.

AY: She is a member of the party. She is the part of the national organisation.

PC: You will call her for campaigning.

AY: If anybody wants to come for campaigning.

PC: She is in your party.

AY: Should we ask anybody forcefully that please come for campaigning, this decision is taken by the leader that he will go for campaigning.

PC: You expect that Jaya Bachchanji should come and campaign for you.

AY: Along with Jaya Bachchanji, if anybody wants to campaign for SP, and help its cause, we will welcome him.

PC: Earlier film starts used to be called, this time Akhilesh Yadav will not go searching for film stars, if they come themselves it is fine.

AY: Please see, that is why, with kranti rath, we went among people and frequently whenever needed we are going via cycle. We went on cycle from near your studio. On the first day, we rode 80 km on cycle.

PC: Your training has been good, I am asking you some question, you are answering something else.

AY: No, there is no question of training in this. We people from Samajwadi party are going among people, and will continue to go among people.

PC: Don’t you think that netaji faltered, it was seen that SP was a party of businessmen, film stars. Slowly, you are changing the image.

AY: I am welcoming businessmen even today.

PC: For opening factories.

AY: Sugar mills were set up in UP, Netaji was responsible for setting up most of them. Because of SP, sugar came, hence people are happy. I am asking what industry this government set up. During our time the environment was such that many others set up industries.

PC: The people who helped you get industry. Let me ask you straight, whatever happened to Amar Singh, do you think that government did the right thing.

AY: I used to address him as uncle earlier; today also I address him as uncle. netaji told what benefit did uncle get, the Congress government was saved.

PC: Hence, whatever action happened against him was wrong.

AY: Please see, that matter is in the court. But as far as netaji is concerned, he made a statement and said that the Congress government was saved. Really, injustice happened with him.

PC: Will you make an effort to take him back into the party.

AY: That question cannot arise, because he is our of the party now, but is my uncle.

PC: Will you make an effort to get him back.

AY: No, there will be no effort from me to get him back.

PC: So, you will groom new people. Akhilesh Yadav is forming new band of people in his party.

AY: No, I am not forming any new band of people in the party, whoever is of SP, is also mine. And all those who are together in Samajwadi andolan all those are Samajwadi.

PC: Let us see what kind of andolan you run. Thank you for coming to our studio.

All cakes and no bread in Aam Aadmi's diet

Abnormal responses to an abnormal situation can be justified. But how does one justify an abnormal response to a normal development? As poor and middle class India struggles with rising food prices, various well-spoken economists, foreign educated administrators and homegrown politicians have a bizarre explanation for the stratospheric prices of food grains. They don’t find fault with policies, the flawed distribution system or the absence of a regulatory mechanism. Instead, they sing the same tune, blaming the people for causing inflation by consuming more and changing food habits. A few samples.

> Prime Minister Manmohan Singh in Cannes, November 8: “What prices are going up are those of vegetables, eggs, fish that are secondary and tertiary food items. That is a reflection of the demand for these commodities exceeding supplies... That in turn, to some extent at least, is a sign of growing prosperity of our country.”

> Finance Minister Pranab Mukherjee, November 3: “Food inflation is still going high. It’s dangerously above the double-digit figure. This is the effect of festive season demand. November onwards, the trend for the remaining four months (of the fiscal) would be available.”

> Chairman of Prime Minister’s Economic Panel, C Rangarajan, addressing the Economic Editors’ conference, New Delhi, October 20: “I believe that even if in this particular week, it (inflation) has risen, it will come down. I believe that the monsoon has an effect on the availability of food grains which you will see in months ahead.”

> Union Food Minister K V Thomas, October 29: “Food habits of people are changing. Their purchasing power is up. This is causing food inflation,” and added, “There is no inflation in foodgrains, it is in items like milk, poultry, meat and vegetables.”

The PM’s super-advisor on all economic issues, and Chairman of the Planning Commission Montek Singh Ahluwalia said, “High inflation number points towards people eating healthier food, better lifestyles.” From the PM to his food minister, all are trotting out the same reason, as if together, they have decided to blame aam aadmi for sabotaging their ‘Great India Growth Story’. None of them have, however, described the precise eating habits of Indians. Perhaps they themselves don’t know, a Congress functionary observed, since they rarely visit markets or get direct inputs from those who voted them to power. He raised an earthy question: “Have the PM, the finance minister or their colleagues changed their own eating habits?” Has the PM, a frugal eater, given up eating less fish and more continental food than before? Has the food minister given up appams or rice? If politicians are sticking to their conventional dishes, why should ordinary Indians eat anything else than what they been having for years? No ‘Breaking News’ on the 200-odd TV news channels has declared that now Indians are consuming only eggs, meat and green vegetables! The Press Information Bureau tells us that India had a record foodgrain production of 234 million tonnes in 2010-2011. We are also informed that India produces over 112 million tonnes of milk—the highest in the world. But the government’s publicity machinery doesn’t reveal the retail price of sugar has risen by 100 per cent in the past three years; wheat by 150 per cent; dal by 300 per cent and vegetables by 300 per cent. Fuel inflation is over 12 per cent thanks to 10 increases in fuel prices in 15 months.

Frankly, those who collect, collate and circulate official figures have no clue about the consumer basket. Over 90 per cent of Indians can’t afford poultry, meat, milk or green vegetables on a daily basis; if prices change dramatically, it will not affect them. If the government believes that high inflation is due to excessive demand for luxurious dishes, then it is dishing out wrong information, because retail prices of goods consumed by low-income groups have risen dramatically. Once this reality is reflected in the retail price index, the real food grain inflation may cross 25 percent. The `63,000-crore foodgrain subsidy is only helping the rich through leakage and patronage. The real cause behind food inflation is a skewed food policy that encourages hoarding, speculation and leakages.

Of course, the other excuse for rising food prices is the growing gap between demand and supply. This, again, is farcical. India has faced much worse food crises during the 1960s and 1970s, when lines appeared at ration shops. Not anymore. The number of people asking for foodgrain is more. But the pocket and stomach of the average Indian hasn’t swollen in size as much as the egos of the small leaders who rule India. The new elitist establishment looks at India through what happens in their personal lives. Their changing lifestyles and wishlists are spelling disaster for aam aadmi.

Teekhi Baat with Chief Election Commissioner S Y Quraishi for IBN7. He made explosive revelations regarding governments delaying election reforms, candidates tenure, appointment of election commissioner, UP elections and most importantly use of black money in elections. Excerpts:

PC: Like you have said, election is the source of corruption, then why are you unsuccessful in finding the solution to this issue.

SQ: Please see, we don’t have a ‘jadoo ki chadi’ for addressing the black money issue. It is not easy to control black money. But we have taken some steps recently which have made circulation of black money difficult. Because we have set up an expenditure monitoring division, in which we have got an officer as a director general who has worked for the income tax department. Made guidelines, we have recovered Rs. 73 crore in the past five years. For every one crore we seized, we have stopped circulation of black money to the extent of Rs. 50 crore. We had choked the lines of money flow; we keep on learning and would make monitoring even better.

PC: You have fixed a limit of Rs. 40 lakh for spending for a MP election, do you think that election expenditure happens in Rs. 40 lakh.

SQ: You are right; many people question this and say that the limit should be rationalized. But there has not been any consensus on whether we should double the limit, increase even more or remove it altogether.

PC: I am asking you a Teekhi Baat, in Rs. 16 lakh do you think election of a MLA constituency, with its large area can be fought, isn’t it folly on the part of the election commission in believing that this can happen.

SQ: No it is not a folly of the election commission.

PC: You have the power to increase the limit.

SQ: No, we don’t have to increase the limit, this parliament has to decide.

PC: But the recommendation will be yours.

SQ: We say that it should be increased. Till last year, the limit of only Rs. 10 lakh, we recommended to make it Rs. 16 lakh for MLA and from Rs. 25 lakh to Rs. 40 lakh for MP election. Now what is the rational ceiling. Now earlier the expense limit was only Rs. 10 lakh, after the limit was increased to Rs. 16 lakh, candidates could declare expenditure of Rs. 15.90 lakh, but most of them have given declaration of Rs. 8 or 9 lakh.

PC: Do you believe this is true.

SQ: Not at all.

PC: Hence, every person filed a wrong affidavit.

SQ: That is one; the other thing is that there is no need for it, why is he doing it.

PC: When you know that the candidate is doing the wrong thing, they why are you not successful in taking action against him or you have no powers to do so.

SQ: No, we don’t have powers regarding that. We are saying that either we are given power to rationalize this, we will discuss this with political parties and fix a rational limit. Many parties say that even this limit is too much, make is less, some say, increase it. But a debate should happen and a realistic figure should come out. But what is decided, people should abide by it, this is important.

PC: You have had a career as an IAS officer and seen how elections have been fought. So, if you have to give you opinion, you think Rs. 40 lakh limit is less in the least.

SQ: Certainly, it is less. Because, anecdotally, privately, we are told that Rs. 2 crore and Rs. 5 crore have been spent, but we cannot do anything without evidence. If we have evidence, will conduct raids, make a flying squad, to stop money flow when it happens. These are the things we are trying and getting some fruitful results too, but still not enough. Money power is the biggest worry for us.

PC: You said elections are biggest source of corruption. You also said that when there is an expenditure limit of Rs. 16 lakh for MLA elections, candidates file affidavit stating only Rs. 8 or 9 lakh as expenditure, MP’s also not filing affidavit showing Rs. 40 lakh expenditure. So many MPs and MLAs, even now, are giving wrong information to election commission, you agree on this.

SQ: I agree on this, but why do they do it is not understood. Let me tell you, when we say that elections has become a source of corruption. Because, if somebody comes to power by spending Rs. 2, 4 crore, from the first day itself he will look for ways to make money. Hence there is a need to have control over monetary spending; you are talking about rationalizing of ceiling, but what if that is made Rs. 2 crore, Rs. 5 crore spending legal. Then that person will mobilize the money from somewhere or the other. Hence, if there is a legal limit, there is a reason for the same. That they should spend within the limit, because if they spend money beyond means, then you will do dishonesty to recover it.

PC: You and we all know that people spend beyond limit, but don’t declare. Now, he as he cannot declare, he mobilizes black money for expenditure. Now, if they are 3 serious candidates in every constituency, with each spending Rs. 5 crore, that means at least around Rs. 7,500 crore is spent in Lok Sabha election.

SQ: This is the biggest problem that we are trying to control, that of money power. The whole country and all parties have to think how we should stop this. We are alone but what can we do alone, we are using the stick. But then people say that we have imposed emergency, we have to do something, there is a law.

PC: Then why don’t you recommend.

SQ: We cannot do this because people will want a debate on this issue. In fact, we get versions of every kind, many MPs have come to us, and we trust them, they say that this limit if enough and even lesser money than the existing limit is needed. Many places we have seen candidates going on cycles, doing a door to door campaign, people who have no money.

PC: Limit means the maximum spending limit, who wants to do less may do so.

SQ: In comparison of Rs. 5 crore, one cannot win elections with Rs. 5,000, hence money power should not get a premium. So, should we a make a ceiling such that, only the moneyed can fight elections, the financially weak cannot.

PC: He will declare at least from where he got the money.

SQ: But the point is that if he declares Rs. 10 crore, then the second person has no chance. So much unlimited money power is not right.

PC: The candidate fighting elections are giving you wrong information, the parties are giving you wrong information

SQ: This is happening and has been a worry for us, but in other areas.

PC: Some party is saying they have spend Rs. 50 crore, Rs 70 crore, whereas they have 500 candidates.

SQ: Certainly, certainly. Money power is the only problem we have now, because muscle power, both capture are passé. But this is the problem we are still facing and taking steps from our side to tackle it. But how to tackle it fully, there has to be a national debate on this issue. Infact, Annaji’s proposal on this issue is very interesting, he says right to reject. He says that if a person has spent crores of rupees and people reject you, and you cannot even contest again, then your money is gone waste. This is a very interesting possibility. When team Anna came, we discussed this with them, regarding any step to stop flow of money.

PC: But none of these is also a column

SQ: It is not there at present, we have recommended for the same. We have said that we should be allowed to have ‘None of the above’ button on the machine.

PC: It is in the act, but has not been implemented as yet.

SQ: The reason for that is that when there was a time of ballot papers, you can go to the booth and say that you don’t want to cast a vote, then everybody would know that Chawla – saab dosent want to give vote. But then the candidates harassing you to give vote to them, would catch you and tell that you did not vote at all. Now, you can go a press the button and everybody will have a notion that you have cast vote. We want to see that voter secrecy is maintained. If he does not want to vote for anybody, he will go to the machine and press the ‘none of the above’ button, a beep noise will come, people will think he has voted. But it will be a blank vote, but it will not be known who gave blank vote.

PC: You have recommended this.

SQ: I recommended it, but it is not right to reject. None of the above does not mean right to reject. If 100 people vote and 99 press none of the above button, and one votes in favour of Chawla, then for us Chawa is the elected candidate, because that is only the valid vote.

PC: That means if hundred are against, but if one person votes in favour, then the candidate wins.

SQ: According to today’s formula.

PC: So what is your recommendation?

SQ: But Anna says on this basis, all should be rejected. But then of issues should be seen, we will have to disqualify the whole panel. Otherwise, after 15 days, that panel will come again to contest.

PC: Even this is not pratical, it means.

SQ: It is not practical. Secondly, you debar the whole panel, in which there were some innocent people, who had done no mistake.

PC: Of what civil society said, you also rejected right to recall. You said right to reject is also very difficult. Hence, what positive suggestion do you have.

SQ: We have given reason for the two opinions we gave. Right to recall because it is not practical, not practical because, four lakh people voted for you when you won an election, you have a term of five years, and voter can reject you after five years, it is not right to have a sword hanging over your head after you are elected. And it is not only unfair to you but also four lakh people who have voted for you. How can you throw their opinion out on the basis of signatures of 5000 people.

PC: There will be a referendum after that.

SQ: But before the referendum.

PC: Is there a solution for right to recall.

SQ: Right to recall is not practical in a country like India. One solution can happen, that if people so impatient that they cannot wait for five years, then you think and make the term of lok sabha and vidhan sabha of four years. But in my opinion five years is fine. But people people are suffering, then reduce the term to four years. But whatever the term, it should not be uncertainity, there should not be a sword handing so the person would keep on thinking that who is hitting him with a knife in the back.

PC: This is a Teekhi Baat, you suggestion is that if some improvement has to be done, reform then the term should be reduced, like in America it is for four years, thought can be given . Election commission initiate a debate on this issue.

SQ: Certainly, it can be done.

PC: So, you will debate on this four year tenure.

SQ: Debate will be started from here itself, it has started.

PC: The other problem is that of frivolous candidates, they also spend money. The issue in India is that there are so many parties, national registered are six, state level there are 400-500. In total there may be around 4000 parties. Have you paid attention to this that even forming a political party has become a business?

SQ: Certainly, according to us there are around 1350 political parties. But that is yesterday’s figure, till now they would have increased. Hence, it is seen that a lot of bogus, candidates are also fielded. They might be good to, but many dummy candidate are fielded, may be 10 in number, then they will be ten agents at the polling booth. They may create a ruckus at polling booth. If an independent candidate is allowed 10 vehicles, they will use it to do propaganda of some other candidate. We also manage to catch them. Many people give suggestion that only political parties should fight elections.

PC: But many political parties that are formed, of brother sister, father son, don’t you think some political parties are just formed to collect donations.

SQ: Certainly, this possibility is there. Because we saw some parties recently, they had spend Rs. 3.5 crore, but when we checked what political activity they did we found that they had bought jewellery and shares. Now jewellery can be a part of household politics but not national politics. Hence, a tv channel, your channel, IBN7 took the list from us, and they checked office addresses of 100 political parties to see if they exist or not. Some place there was a name plate, so places not even that.

PC: So, don’t you have a view that the number of political parties should be rationalised their number should become less.

SQ: Yes, in that too, we saw that we have power to register political parties. But there is no power of de registering, for some reason there is this shortcoming in the law. And then the court decided that law should be specific. This power to deregister also we are demanding form the government for a long time, hence the bogus parties are deregistered. This is also unfair to the people as bogus activities are being carried out. And from 2003, when income tax rebate has been started, money laundering has also started. Form a party, the donations to the outfit will be exempt from tax and use that to buy shares and jewellery, what is this.

PC: Hence you want that you should have the power of de registration.

SQ: Certainly. It should have been in the first place.

PC: Why don’t you audit accounts of political parties? And after that you can derecognize them, that is in your hand.

SQ: De recognition is in our hands, but the rules regarding it are regarding the performance in the election. How many seats and how many votes were polled, that is the only ground, the other grounds are not there. But in powers of de registration, it will be said that you had formed a party with a purpose and taken an oath, if you violated it, then you would have to be de registered.

PC: Now, five elections are impending, will you hold UP elections alone or with other states.

SQ: Please see, elections are being held in five states, but we have not decided on this issue. We have done one round of the states, we are going on a second round now. We take opinions from political parties regarding timing and phases.

PC: Your effort will be to do elections together in all these states.

SQ: According to the phases.

PC: Some UP phases may be done later but all results would come out simultaneously.

SQ: Certainly, that will have to be done, since all elections are near each other in timing.

PC: One opinon was given by Vasant Sathre and others when Bhairon Singh Shekhawat was vice president, that all elections should be held together. Lok Sabha, Rajya Sabha, assemblies, otherwise, every year, elections keep on happening. This country has become a country of elections.

SQ: There is a very good reason behind this suggestion. So much of money is spend, legitimate and illegitimate work is affected, people are tired of continuous elections, if they happen together, it will be very beneficial. There will be a lot of saving, but may be constitutionally, it is not so easy.

PC: But don’t you think to reduce the influence of money power, muscle power, the elections of Lok Sabha and assemblies must be held at one time.

SQ: Time has come for a serious debate on this issue. But there is a constitutional problem. Suppose if elections happen together, and if a state assembly is dissolved, then what will one do, will you make them wait for 4.5 years.

PC: With so many criminals and strongmen fighting elections. The Supreme Court recently ordered only Lyngdoh petition. Don’t you think that if charges are framed on a person, not the charge sheet, shouldn’t they be debarred from election.

SQ: This is our demand. This is our demand not from today but from past 18 years.

PC: No government is agreeing on this.

SQ: Because there are candidates like these in every party.

PC: If there are 164 such MP’s then they will have to pass it.

SQ: Yes, yes. Please see, that is a very big reform, but I have come to know, the government has told us that it is being seriously thought over.

PC: Like discussion on Lokpal is going on for 40 years.

SQ: In the past one year, Law minister has come to the election commission three times. Earlier, in 60 years, (the law minister) had not come. That shows that there is some seriousness.

PC: If chief election commission has to be really independent, then there should be panel for appointing the election commissioner, even the leader of opposition should be there, so do you think..

SQ: It is a very good suggestion, it is a very good suggestion. Please see..

PC: Now it seems they are government nominees, the process is such, only this can happen.

SQ: But even this is true in such a big democracy, none of the people coming through this process have let down the nation. But as a matter of principle, if anything can establish neutrality in the eyes of the public is good, and hence this suggestion is good too.

PC: Are you in agreement with your predecessor on this, regarding panel for elections.

SQ: Certainly I agree.

PC: Now you are an election commissioner, who goes abroad frequently. Do a lot of people take your suggestions?

SQ: Lot many take, in fact you may not have an idea, every week we have somebody visiting us from a foreign country. There is a line of people from abroad coming to us who want to know that such a big democracy, voters of 70 countries on one side, and our on the other, they come to see what magic do we have. And elections commission of every country tries to sign an MoU with us. Many visits are for signing the MoU, at many places we are called as observers. In South Africa we were called as observers, now there is elections of the Russian president and if they call us as observer, then we ..

PC: Last question is, there is some time left for you to retire, what one thing you would want to do after taking consensus from people, tell one such agenda of yours.

SQ: Please see, we have a national voters day, and we want that every voter who is eligible should enrol, because youth don’t enrol, there is just 15 per cent enrolment among youth. And voting turnout should increase, 30, 33, per cent voting turnout

PC: That the people have to do, what would you like to do as chief election commissioner. What will you do before relinquishing this post, as a gift to the country?

SQ: There are many gifts from me, but the most important is India international institute of democracy election management, where not only our 10 crore people will be trained, but even foreign people who want to learn from us, a training institute for them. As of now we have made a improvised training institute in the election commission itself, just to start.

PC: No I want to ask, to reduce the role of strongmen, corruption, is there is anything form this that you..

SQ: My wish is that our electoral reforms, which are going from many years, and we have to give extra push, if that can be pushed through, then it will be a historic achievement.

PC: If you can deprive candidates from fighting elections against whom charges have been framed.

SQ: If somebody has criminal cases, serious, they should be debarred. Then we want internal democracy of party, transparency of political funding, their accounts should get audited and submitted yearly and put on the website so that the people can see from where the money came and where is it being spent.

PC: Till now it has not been done, we trust you that you do these things, thank you for coming to our studio.

When Congress President Sonia Gandhi raises her eyebrows in the party, the Government goes into topspin. After convalescence, a rejuvenated Sonia has got back to basics. Those waiting to see her for months were shocked to receive phone calls from her office. Union ministers, chief ministers and allies were summoned to 10 Janpath for an exchange of views. Though most termed them courtesy calls, the short meetings meant business. Sonia was meeting regional party leaders and Central ministers like Sharad Pawar, Praful Patel and Dinesh Trivedi after months. She also met a few chief ministers and state Congress leaders. Since she has avoided attending formal meetings of the Congress Working Committee and the Core group, these visits left none in doubt that a massive restructuring of the party and the Government is imminent. According to insiders, the interaction was one-sided with the visitors eagerly apprising her of their problems. Many returned with the impression that a change in the top leadership of the Government and the party cannot be ruled out. The corridors of power vibrate with the fear of ministers and civil servants who keep discussing Sonia’s new mission and methods to retrieve UPA’s lost ground. With elections due in five important states in the next four months, she has to change the political discourse and agenda. Her concern is also to retain the allies who have been ignored by the Government and the party so far. Moreover, she has to redefine the contours of political architecture in a such way that Rahul and his team can walk in without fear of getting lost in the new structure.

Sonia isn’t doing anything unusual. She is only following the script written by her husband Rajiv Gandhi and mother-in-law Indira. Jawaharlal Nehru ensured his daughter would replace him. He promoted Indira as the most fearless Congress leader with a mind of her own, while other senior leaders were painted as conventional and conservative. She, in turn, introduced son Sanjay Gandhi, and then Rajiv as the face of Congress GenNext with the modern mind. She discarded those who could have challenged dynastic succession. All the Gandhis followed one golden rule—if the things go wrong in the party or the government, find the right time to strike back by finding the right scapegoat. This time, Sonia’s concern is the Government’s sagging image and a paralysed Congress.

In normal circumstances, the buck would have stopped with her. But of late, the impression is being created that she had little to do with governance and even less with party affairs, as she believes in delegation of power. She and her trusted advisers are convinced that the current Government leaders have little at stake in the party. With the majority of Cabinet ministers, including the Prime Minister, having crossed 70 years of age, none are bothered about the impact of their performance and the internal shenanigans on the party’s poll prospects.

With new leakages appearing in the rusted pipes of power, the Congress is the main target of the Opposition and civil society. Sonia’s concern seems to be that the party is being blamed for the Government’s sins. Earlier, her spin doctors were able to shift the blame on to the Government and plant stories in the media that the party’s views and the Government’s were not the same on petrol price hikes, the 2G scam, the CWG scandal and on confrontations with the Opposition and civil society. By writing letters to Anna Hazare directly, Sonia tried to distance herself from the actions of some Congress ministers. For many years, the Congress chief got credit for the good work done by the Government. But the blame on what went wrong was placed at the Prime Minister’s doorstep. Full credit is given to both Sonia and Rahul Gandhi for RTI, MGNREGA, farmers’ loan write-offs, reservation for women and the minorities and other social welfare schemes. The Government is blamed for rising inflation and corruption. The loyalists’ whispering campaign is: ‘Ganga — the government— was dirty but Gangotri — the source —is absolutely pure.’

But now people are not willing to spare Sonia for the Government’s follies that they believe is hers. Team Anna has already announced if the Lokpal Bill is not passed this Winter Session, they will campaign against the Congress. Sonia’s options are limited. She has to project a new leader who has an alternative agenda for the poor and the middle class. Her challenge is to bring the focus back to aam aadmi. At the moment the Prime Minister and his A-Team are struggling to save the sinking Euro Zone and winning accolades abroad, leaving it to the Congress leadership to face the brickbats.
